The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Immense energy is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from Russian territory, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems thundered: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, sparing the city from devastation and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun opened up on a drone in the vicinity, part of a defensive team – almost certainly imported technology. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its destination.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and utility failures in numerous residences as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on international aid – a dependence that regional partners are evidently unprepared to fill in the near term.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This trend will, no doubt, continue.

Tactical Assessments

It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington functions according to a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from assuming that the current condition will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until situations evolve in its advantage.

Existing Situation

Objectively, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their task will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are guiding negotiations.

Assessment and Future

It took a mere seven days to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require continued Western support.
